If he's your brother and you trust him to pay for anything that comes back to you and could go wrong, why not? Are there any other potential costs involved other than parking tickets coming back to you?

the vehicle gets towed, and impounded if the driver of the vehicle(his brother) were to be caught driving with a suspended drivers license.

Don't do it. Your brother has to pay his shit.
If you are the owner of the car and he gets pulled over for speeding or something (you didn't say what the tickets were for) you might be held accountable in some way.
Sounds like bad news.

First of all, your brother is wrong, it can definitely come back to you.
If you are the owner of the car, unless it's been stolen, you are ultimately responsible. If you let someone with a suspended license drive you car, and they get in an accident, that's all on you, man. If you say that you're brother took it without you knowing, then you're fucking him over because that's another charge added to whatever else happens. Plus insurance does NOT cover claims when the owner of the vehicle doesn't give permission, so if you lied and said you didn't give permission not only would your brother screwed, but so would you, because insurance won't cover it.
Also, regardless of who owns it I'm pretty damn sure that if he were to get pulled over the in your name could still be impounded.
If he has a history of getting tickets, he's going to probably keep getting tickets.
Insurance companies call it vicarious liability or negligent entrustment, which basically means that even if you didn't do anything wrong at all, and it's all his fault for whatever happened, you're still liable.
Then again, I'm a selfish only child. If you really trust him, go for it....but this could lead to a world of trouble for both of you.

In my state (Ohio) you are legally required to carry insurance on cars that are plated. If he crashes the car would your ins. policy cover him? Do you know the implications if this worst case scenario would happen? You need to find the laws in your state and then make the decision depending on how much you trust your brother and are willing to stick your neck out for him.

honestly, i think i'd have to air on the side of caution. a very valid point was made - he's gotten his own license suspended for getting too many tickets, you think he's going to change his driving habits? doubtful. tell him to get a vespa.
