Absinthe tonight?

How should we prepare it, and what are some common effects? This is all of our first times, thanks

You should prepare it like this. (you can use a regular wine glass a fork instead)
As for the effects, do you like being drunk? Thats what your going to get. The whole hallucinogenic thing has been seriously overplayed to the point of absurdity. Absinthe has a distinct drunkenness to it, but so does beer and whisky. Its a wonderful drink that can give one hell of a hangover if overindulged in. But it sure tastes delicious (when prepared properly)

The amounts are minute.There is no real risk of thujone poisoning from absinthe. Effects of absinthe: getting drunk Thujone is not a hallucinogen anyhow.

It's really good though. add 1/2 to 2/3 water pored through sugar.

Yes, but I'd recommend to add sugar to taste. Many of the finer absinthes are of such quality that you probably don't need to add any sugar, unless you just really enjoy sweet drinks. However, many lower quality absinthes can only be choked down by adding copious amounts of sugar.
Absinthe != Absinth and even Absinthe != Absinthe.
Chances are, unless you are getting absinthe that is a product of France or Switzerland, you are not getting real absinthe. One big difference, is that some distilleries (charlatans IMO) will just distill a clear liquor and then add oils of the various plants and some green food coloring and call it absinthe (or usually, absinth, note the lacking 'e') rather than using the herbs in the distillation process.
Proper absinthe uses the component herbs (grand wormwood, anise seed, fennel, and possibly star anise, coriander, hyssop, and others depending on the recipe) in the actual distillation process and may or may not be green. Typically, absinthes distilled in Switzerland are not green, but clear (and actually referred to as 'blue'). Note that the difference is truly only in color, and the color does not play a role in taste, or an extremely minor one.
As you can see in the thread linked to from this one, the herbs were actually involved in a distillation, and the result was clear. If this is the final product, it is considered a blue absinthe. The secondary step to add the chlorophyll (green pigmentation) back to the absinthe is optional, and produces the most commonly known absinthe.
For one of the arguably finest absinthes commercially available, check out the Jade line, distilled in France. There are several different varieties they sell, but they have attempted to recreate authentic absinthe from the early 1900s. Although expensive, one of these would be a good benchmark to compare any home projects to for fun.
Public Service Announcement: Czech 'absinth' is basically green mouthwash that tastes horrible and should not be considered drinkable.
So... the whole 'bohemian' style absinthe is pure fiction. The only true absinthes are either in the Verte or Bleu styles and will louche when water is added. Also, absinthe is never lit on fire with sugar cubes as Hollywood has portrayed. Attempting this may be quite dangerous as many absinthes are flamable before dilution.

1. where'd it come from? 2. whats the point then? 3. whys it illegal 4. from what i've read you pretty much get drunk with a horrible hangover

1. It became big in France during a wine drought 2. You get drunk 3. A combination of propaganda from the French wine industry and poor distilling standards lead to it becoming illegal in Europe. That has since changed but it carried over to America and has stayed. 4. What you said

It really boils down to what you like. Do you like Scotch, Tequila, beer, wine, or absinthe? It is another drink to choose from, thats all. If you like anise based beverages, you will probably like absinthe. I personally love the taste of it.

Read that link I posted. It gives the history of absinthe, you know, where it came from. A more general answer would be, "people like to experiment, and some guy liked to drink, tried some new stuff out, and invented a drink other people enjoyed as well".

Again, read the history. Another point not mentioned yet that added to the illegality was the shady distilleries. Not being bothered with properly making absinthe they decided to imitate it with shortcuts. These shortcuts involved chemicals. From the history:

Copper salts and especially, antimony trichloride, can have disastrous effects on the human brain. Enough to make one crazy, it is.

Like most liquors. I mean, I don't think its hangover is going to be much worse than another liquor's hangover, within reason. Obviously, different liquors lend themselves to hangovers in differing amounts. So I'll end with the quote from Oscar Wilde (also in the history):
