It works BETTER that way than any standing water. Simply resoak it when it dries out, but always drain it well.
EDIT : a 3" layer is what I'd use.
so i bought some perlite today how much water should i use for how much perlite? i'm going to put a 3" layer at the bottom, like you said should i soak it completely in cold water, so that the perlite literally swims in the water? or should i take less water? then how should i drain it? should i let the air drain it? or should i use paper towels? how dry/wet should it be? please help me out thx in advance

The easiest way to make sure you have the moisture levels correct is to soak it completely and then drain it in a colander until it doesn't drip at all. After you do this a couple times, you'll get a good idea of how much water you need and will be able to skip the colander all together.
