i've got a poppy, but each time a new set of leaves emerges it withers and dies. The soil is fertile. It gets plenty of sun. I water every time it dries out a bit. The temps here are mid to high mid 80's in the day, mid 70's at night.

Maybe you're watering too much, it may look dry on top, but an inch or 3 down it could be very wet. Have you got a pic I could see?

He's right, you may be watering too much. You're supposed to water well, then let the soil dry out some, so the plant doesn't get root rot. I water when the soil is dry about an inch down.
What is your soil composition like? You should use some perlite and vermiculite to aerate the roots some. The aerier the soil composition, the more frequently you can and should water without adverse effects.

Young plants should not get too much sun. And as they say dont overwater. This is how I do:
I have perlite at bottom of pot, and soil on top. I have a hole in the middle of soil down to the perlite in bottom. I will water into this hole so it gets aborbed into perlite and soil. This makes the water rise from underneath and upwards when evaporating. Also when soil seems very dry I water on the edges of the pot, it will spread into the soil but not stay on top of soil that makes the stems of young plants easily rot. When they get bigger I spray water with a spray bottle on the plants and soil when its getting to dry, and add some water into the hole. The hole is also nice to use to put a finger into to feel if its moist or wet deeper down in the soil. The roots will grow downwards to the moist soil, if its only wet on top the roots doesnt grow so deep, and also they easily rot. Water when there is no sun as it might burn the plants if you water them at day when sun is burning.
When the plants seem to hang/be weak u should water some if the soil is dry and they quickly recover. If they seem to be weak when the soil is wet its probably too much water in it so let it dry out.
Also good to mix some sand with the soil as poppies like those conditions, and use chicken mature on them when they get bigger, or some other natural fertilizer.
When they are starting to get mature only water a little when its getting really dry as this will not add to much water in the latex milk, so u get more pure o from it with less water content.
And they can have much sun when they are big, they like that

it's official, it's dead. I guess i'll be trying again next year. I pulled it up and the roots were fine. i guess it was too hot/too much sun.

Sad to hear :/ Tell me if you need some seeds, I got several strains of somniferums. It's not too late to grow if u combine outdoor and indoor growing, depends where u live. I got mine on my balcony and take them in if weather is too bad one day, then I put them in the bedroomwindow where it will get sun in the morning. If weather seems fine I put them out again at daytime and let them stay overnight until weather might get too crappy again.
