sour smelling seed???

Penningtons bird seed, soaked at 2 pm, at about 2 am there was evidence of fermentation, water was actively bubbling by 4 am there was a sour smell, ice bag placed in soak to slow down yeast activity.
What are the chances that if the seed was drained, jared & pressure cooked at 10 am that the micro organisms would be killed & the seed still good to inoculate??

I say give it a go, and soak some more just in case. im fairly certain the PC will kill the microorganisms.
worst case is, you waste an hour or so, and gotta PC another day.. not too bad, if you were gunna toss em thinking there bad..
did u happen to use warm water for the soak?

boiling the grain for 5 minutes or so before leaving them to soak for 24 hours kills off any yeast that could cause fermentation.
or skip the soak altogether->

hmmmm... I don't think so. You are just getting lucky.
One of the major points in soaking is for those bacterial endospore to germinate (and smell bad), so that they are more susseptable to being killed in the PC.
Soaking doesn't really give any moisture to the WBS, a little at most, just enough to get by. maybe. If you don't soak, and just boil>PC there are possibilities that some spores deep inside some seed survived the PC and will germinate after you PC. The bacterial spores are designed to survive tough situations (freezing, heat) but the bacteria itself is not.
So its very GOOD that it smells and is bubbling.
This talks about how from endospore to bacteria means and easier kill:tyndallization http://www.shroomery.org/5248/What-is-fractional-sterilization-or-tyndallization
and here is Magash talking on it: http://www.shroomery.org/forums/showflat.php/Number/4306360#4306360
