It can happen with a power outage and I'm sure many other ways, but yes it is very possible

Like one that came with an enclosure(IE Western Digital Passport, Maxtor OneTouch), or a regular OEM drive that you put into an enclosure?

It's a common issue. In some cases, the adapter on the inside which converts from USB to PATA/SATA will fail, especially in surges. This can easily be cured by taking apart the device, removing the actual hard drive, and buying a new enclosure. On the other hand if the hard drive itself is shot, then the data may or may not be recoverable. I work with a 'hard drive data recovery' company, and there's usually a very high recovery rate from such.
