Do you just have to love them or do you have to act out this love in any way? For example if you love everyone would you not be obligated to cause no harm to anyone?

You can love someone & not like what they do. You can love someone and think that they are angry and unskillful. You can love someone and see proof that they intend to cause harm to others, and so decide to limit their freedom.
Too many people think that loving means being a doormat.

Who says that you have to earn love? I feel love for the man in that photo, though I suspect that he is a dangerous person. He has sad eyes, and I believe that his actions are based in the same motivation as mine--to be happy. His idea of what will bring happiness is probably VERY different from mine, but this does not make him evil.
Perhaps if he had grown up the way I have, with the deep love & constant affection of my family, and the safe surroundings & abundance of resources we have in the U.S., he would share my ideas of what will bring happiness.
And if I had grown up as he did, and processed my experiences through the same filters, I might share HIS ideas of what will bring happiness.

I agree with you there. My loved one may be heading down the wrong path, and I would still love that person.
But my point was about loving mass murderers like Osama, Hitler, Stalin..etc.

Precisely. I could not judge anyone, and will feel compassion for them and how they have come to be, within their life's circumstances, regardless.
This does not prevent me from realizing the nature of their actions, and acting in accordance with this realization in order to promote the well-being of myself, others, that person, etc. Native American philosophy felt compassion for the deer and the bison that they, due to the nature of reality, brought death upon.

What's not to love? They are living beings, which is my prequalification for being loved. Unless you believe that someone must earn love, and adhere to certain behaviors in order to continue to receive love, then Hitler is just as potentially loveable as your girlfriend.
IMO, the real question is--are you capable of loving Osama, Hitler, Stalin, Manson, Bundy, and so on?
