Lets see...
A really easy setup which I've used before is just a styrofoam cooler ($2) and some wire mesh on the bottom. Cut a rectangular hole in the top of the lid and take a piece of plastic .. say, a piece cut off of a gallon freezer zip-loc bag and tape it on the inside of the hole all around to not let air or water out. When you birth your cakes set them on the mesh. Each day take the lid off and fan the inside out. Put the lid back on and hold it cracked open. Spray inside (but not directly on the cakes) with a hand-sprayer. If you'd like you can cut a hole in the bottom corner and set the cooler on something where that side is hanging off and have a cup or bucket or whatever to catch water dripping out the bottom. This whole setup (cooler, sprayer, etc) should cost under $10. I didn't have a dripshield with mine and didn't have any problems.

P.S. This is a bottom of the line thing .. try the simple MMGG terrarrium for a step up .. it's not that hard to make.

Have you looked into perlite humidification? Very cheap and low maintenance. Just do a search on this site about perlite and you will find many diff. documents. Basically, All you need to do is get a 10 gallon fish tank (Walmart has them for 8bucks) and put about a 1 1/2 inch layer of perlite on the bottom. Add water so that about a 1/4 of the perlite is wet. Then, cover the tank with a plastic drop cloth. This will provide plenty of humidity. After that, all you need to do is fan out twice a day and add water about once a week. Very easy. Also it will only cost you about 15dollars for a tank, perlite, and drop cloth. Oh yeah, you can also put the cakes directly on the perlite, or put them on the canning lids. Later...
