Rice flour

Well I was at my local Chinese store (main stores didn't have rice flour) and I was looking for Brown Rice flour, unfortunately they did not have any, all they had was regular rice flour and and Black Glutinous Rice flour (Ingredients: Black glutinous rice, water [stuff looks dark purple]). My question is, would Black glutinous rice flour work as a substitute instead of Brown rice flour.
PS, it did not say if it was organic or not.

I don't know the answer to the question you're actually asking, but I can tell you how easy it was to go to the bulk section of my local grocery to buy a bag of brown rice. And how easy it was to grind it in my coffee grinder - something you should own anyway for things like homemade hash, and I guess coffee even! So how easy was it? It was really easy, that's how easy.

Go to the grocery store.
Get Mahatma's (or similar) brown rice. $1/lb, less in 5lb or larger bags.
Put it in your coffee/spice grinder ($10, if you don't have one).
Grind.
Voila. So hard, I know! Store leftover BRF (or whole rice) in the freezer, and use it whenever you want.

The best way to find out is to try it. Probably has more nutrients than the BRF. If you're that concerned then go to Walmart and buy yourself a coffee grinder and pick up some Uncle Ben's Brown rice, about 1.89 a bag. Grind it yourself is better anyway and way cheaper once you buy the grinder (and that's not expensive)

While this may be true, I wouldn't want to dispense that advice quite so freely, myself. It sounds like he might be on his first grow, and doesn't yet have a network of supplies. Everybody tells me that the best way to ensure success on your first try is to find a tek and stick to it religiously, letter for letter. This would not include substituting ingredients for the substrate. If he's looking to follow the PF Tek, I would advise that he grind some rice - as per the Tek's instructions. No disrespect intended, just looking out for a fellow newbie.

Yeah, don't risk it on a first grow. An early failure is a real disappointment, and can really kill your enthusiasm for the hobby. But buy some if it's cheap, and try it someday! Probably it will work, and make no outwardly visible difference.

Better yet - when you try it, do 6 jars BRF and 6 jars your own new "special mix" Black Glutenized Rice Flour. Compare colonization speed, pinning and fruiting speed, size and potency. Take photos, take notes, post the results. Then *you* will be the BGRF expert in the shroomery, and we will bow before your experience and knowledge.
Isn't that what this place is for?

Damn right! Experimentation all the way. If it's not tested, it's not true.
