How well do they check mail?
Are you allowed to ship lighters, tobacco, alcohol, and other legal things?

I could be wrong but i believe they changed the law to make it even easier to snoop your mail without your consent, i'll do a quick google and see if I cant find more about that for you.

Not lighters. At least not with fluid.
They ask you "Does your package contain anything hazardous, perishable, fragile, or liquid"?
If you pack your package properly and securely, address it correctly, put the right postage on, etc, they have no reason to check it. If it doesn't look like a bomb, why would they bother?

You pay extra to ship lighters... I had some custom lighters made, and shipping was like $50 higher because it's basically a bomb.

There are postal inspectors who inspect some absurdly low percentage of of mail (at least state to state mail) that goes through, but they do check packages and envelops at random. I've heard something about drug dogs being at some of the major intersections but I can't tell you for sure. If you are receiving something illegal in the mail and they do happen to pop the mail open and find it usually they'll do what's referred to as a "mock delivery" where they deliver the package in person and then very shortly afterwards they come in and arrest you. If you receive a shady package in the mail it's ALWAYS best to leave it unopened and undisturbed for 24 hours, this way if they do try and fuck you you can claim you had no idea what was in the box, you weren't expecting a package and you thought it might have been a bomb so you didn't even open it.
I read an article once that said that at one time 90% of bulk LSD was transported using the US postal service.

They can xray any mail they please at USPS. They even tell you there is a great chance of it happening if it is sent through a major city.

You can ship lighters via surface mail (parcel post) if their approved via the DOT (whatever the fuck that means.) http://pe.usps.gov/text/pub52/pub52c_012.html
They cannot search first class mail ( I believe this includes priority and definitly express mail) absent probable cause. Drug dog searches are allowed.
Bush put a signing statment on some postal legislation (with no independant force of law) claiming certain powers to open first class mail, but you can prolly forget about encountering these.
