You should be able to find hardwood sawdust for free. I flipped through the yellow pages and found a sawmill (was actually a one man operation). So I drive up with a box of trash bags, a trash can and a shovel. Filled up the trunk, the back seat and the front seat.
For chips, I waited for someone to top an oak tree. You can spot this activity in the spring or fall while driving around. Then you ask if you can have the smaller branches. They will likely be glad to get rid of them because it saves some work. Then I borrowed a wood chipper and chipped it all. Between the chips and dust I ended up with between 1 and 2 cubic yards of substrate for free... couple hours of work involved.

Aspen shavings at the Pet Supermarket are $15 for a 2 cubic feet bag. These work well for wood-lovers and the particles are mixed sizes.

I have an excellent source of hardwood(Alder) sawdust and chips in Seattle, but I've already looked into selling it in bulk and the shipping would cost more than the chips.
You can call a local tree trimming company and ask them to dump any hardwood chips they collect in your yard. They're free that way because they need a place to dump them. You really need to find a sawmill to get the sawdust though. You don't want what you'd get from a woodworker or furinture shop because it's too fine. You want course sawdust. Sometimes, the pellet fuel you get for stoves is made from hardwood sawdust, and if so it works great. Most of what I've seen lately is pine, and not usable.
If I could find a decent shipping method, I can get 40 LB bags of Alder sawdust for $12. RR

Shipping isn't necessarily a deal-killer, if it's quality product from a reputable source. UPS wouldn't necessarily be very expensive, if ground shipment is ok. For smaller batches, the Post Office has flat rate priority mail boxes- like a big shoe box.

This what I use, it's a bit more pricey, but if you can't find anything it works. You can get
20 lbs for $18.99 plus shipping.
Here are my results for shiitake with wheat bran and gypsum and this hardwood bedding.
The pinset could be better but I blame it on other things than the substrate.
I currently have some lion's mane growing on this substrate and some reishi colonizing as well.

Aspen or Alder sawdust will work great, especially if it's course grade sawdust. Wood chips are optional, but use hardwood. You can even buy oak, birch, etc at the lumber yard and cut it up to use. It's expensive that way though, but it will grow mushrooms. Boil the wood chips in a pot for an hour or so to hydrate them, or soak for a day or two. Don't forget to supplement with oat, rice, or wheat bran. Use gypsum. RR
