Dumbass neighbors' dog

The assholes that live above me in my duplex have a pitbull and a very little kid (2, maybe 3 years old). They only let the thing out to take a shit in our 15x20 foot backyard. The thing has never socialized with other dogs, never goes on walks, and because of that is the most protective dog I have ever seen. I hate the thing with a passion and I hate the neighbors even more for being so god damned ignorant that they can't see why the dog is vicious.
The girl that lives up there is about a year or two older than me. She seriously thought that just because the pit grew up around an infant that it would be more friendly. How stupid can you be? I know shit about dogs and I still know the recipe for an extremely violent one.
So some cop just came to my door asking about the dog. He's going around checking for dog licenses. I gladly pointed him to the owners and said "it's a very vicious dog". I would bet my paycheck that they never got the license because the dude is lazy as shit. Now I must sit and pray that their piece of shit dog gets put down and they get walloped with some heavy fines.

I blame anything but the dog. The dogs deserves a good owner, not to be killed. 
I know what your talking about. It's people do that kinda shit that gives the breed a bad name. But still yet, the poor dog doesn't deserve to die.

Fuck it. I never liked dogs. Damn thing lunges at my hands every time I walk into my place and it's in the back yard.
The dog should be put down. The ignorant owners should be punched in the throat.

You speak of ignorant owners, but yet you think the dog should die because you don't like dogs the owners should be punched. You sound as smart as the owners. Makes sense though.

it sounds like he shouldnt have the dog.
but why be a snitch and fuck with people.. its stupid as fuck that it requires a license to have certain breeds of dogs all because some people allow their dogs to get vicious.
my mom had a chow, and like you said, didnt socialize it well.. and it was more aggressive than ive seen ANY dog. now the dog is fine with me.. but would always nip my friends pretty hard if the dog wasnt locked in the bathroom while i had company.
fuck licenses for animals.

I'm just advocating the institution of a pain system for ignorant people like my neighbors.
The dog shouldn't have to die. But is there any alternative? Is anybody going to take in a dog that is that vicious and try to rehabilitate him into a dog that is more fit for society? I think not.
So, since you seem to have the answers, what would be the best solution?

The police officer approached me about their dog. I simply said the owners live upstairs and it's a vicious dog.

Like I said, a good owner in a place where the dog has another dog so socialize with. Now with the media giving out false information like they always do, finding a good owner is the hard part. It would be damn near a full time job to get the dog to come back around. But with a few weeks of works, I would be the dog would be completely different.
A dog can be vicious for 5 years of their life and change in an instant with a good owner that shows dominance. I don't mean to sound like a smartass, but I have a lab pit mix and know how great they can be, and yet, how strong and potentially dangerous she is. Most people get pits to fill their egos, we got ours from a humaine society that red flagged the dog that said it's a high risk dog.
Believe it or not, I have seen little shit dogs that bit way more often than pits. It's just that pits are very strong and very fighting efficient. But above all, animals are not disposable. But like Banez said, I disagree with licenses for dogs. I think if more people were responsible breeders they would sell idiots their dogs. If anything people should have to go through an education course on dog psychology. The problem you are encountering has zero to do with the dog and 100% on the owner.

im a pretty good dog trainer and im dying to get a stafford terrier but i live in an apartment right now with a no dog rule, plus i cant really afford an animal right now.
but they are beautiful animals with proper handling and training.
