I have a little brother (same mother, different father). He is a fucking pain in the ass -- calling me all hours mother-fuckering me, leaving threatening text messages, stuffing Newports mixed with chicken bones in my mailbox, spitting on my car in the middle of the night, leaving messages on my house phone calling my wife a bitch/cunt/whore, leaving notes on my car swearing he's gonna get my ass, etc.
He is like 5' 4" 125 lbs. I am 6' 4", 240 lbs. Sure I can kick his ass, and I've done nothing to deserve his wrath except ignore him. He is the only person on the planet that I've ever tripped with that actually gets violent under the spell of mushrooms.
My mother swears he is bi-polar and has sent him $$ to see Doctors -- he takes the money and buys blow or some shit.
The easy answer is to whip his ass, but technically he is family and that would just bring me hell from my other family members.
I've even tried going through the police/court system but they are all fucking U S E L E S S ! !
Talking to him does no good, trying to make peace does no good, ignoring him only makes him angrier, what to do??
I am at my wit's end here. He starts fights with others a lot in bars -- he's been thrown out of every bar in town at least twice. He never can hold a job and every 3 months or so goes to work at the next Applebee's/Ruby Tuesdays/Lone Star Steak house/etc. waiting tables. He even threw a lobster at his manager at the local Red Lobster and got fired.
What to do?

If I were you, and someone called my wife a bitch/cunt/whore and said threatening things to me, and even went to my house and did stuff to my property, I would beat the fucking shit out of them, family or not.
If your his "family" he should treat you with some damn respect.

Yeah, I overlooked that fact...
Verbally trash him, berate him in front of his friends...make him look like the little punk he is...
then kick his ass.
[EDIT] Put him in his place in front of your moms (or other family who knows he's a bitch ass punk)..chances are, they probably won't say anything to you (if they all know how he is). Heck, they might even be glad someone said something to him about his behavior.

I wouldn't go for damaging his material possessions. That will just bring it back upon the things you own. You've gotta deal with him... mano y mano. Make him your bitch, make the lil asshole realize that he can't do whatever the fuck he wants to just because he can. The longer you allow him to walk over you the more often he will. You don't want to be somewhat of an enabler and send him falling into a rut that just keeps digging deeper and deeper. Beat him out of it!

Dude, I would try and cut all ties to him. I mean i would want to kick his ass but, He's not going to learn.. Little fucker seems like he's full of piss n vinegar. i had to beat my little brothers ass a few years back for similar reasons, hes just a jackass, always tested his limits with me, and stepped over the line several times. i beat him something terrible. it had to happen. he thought i wouldnt do anything because he is alot bigger than me. i am 5"7.5 155lbs and he is 6'1 220lbs.
if i was in your place, he could say whatever he wanted to me, but the second he said anything about my fiance, it would be on. give him what he deserves and make sure he understands whats going to happen if it continues.

Thanks for all the interesting suggestions.
Truth is I moved out of state for work/better life reasons. Since he has no car and his cell phone gets cut off for non-payment all the time I never hear from him at all.
Recently my mom laid down the riot act to him.
She told him he needed psych help but refuses to do so because that means laying off liquor/drugs which he won't do. She told him he is a 30 year-old acting like a bitch 12 year old and he is an embarrassment to the family. She even went as far to say his 2 year old daughter is gonna grow up and be ashamed of his stupid ass and not want shit to do with him.
Then she basically said get your shit straight or fuck off.
Better life/house/money by moving out of state, no hassles FTW
