You dont need fresh air in an incubator. High Co2 levels are wanted, but you may need to invert the jars during the last 25% colonization to give them the little bit of O2 they are missing.

Actually, you DO need fresh air while jars are colonizing. It does no good at all to turn the jars upside down if they're in a CO2 infested plastic box! That's why we provide holes and filters for gas exchange. There's no gas exchange in the bottom of a sealed up tub. TIT's and other silly ass 'incubators' cause far more problems then they've ever solved. Colonize jars on an open shelf at normal room temperature(74F-76F) and watch 90% of colonization problems go away. I've typed this at least 100 times but nobody seems to listen.  RR

I'm having the exact same problem with my cambodian jars. They stalled around 70%. I've been told to flip the jars over, which seems to help a little.
From what I understand, it is possible that my jars have been contaminated (one showed a light greenie-greyish spot and was tossed) . The mycelium won't colonize the contaminated substrate. Even if you can't see any sign of contamination it doesn't mean it isn't. Have you been extra sterile?
Patience is indeed a virtue, in mycology, but when the jars have been colonizing for a month and are still not ready, you definitely need to wonder what went wrong. Flip the jars, make sure you have proper AE and wait a few days. If you get to 30 days after inoculation, I would toss them and start over.

so is it ok to tape the top covered with tin foil with masking tape? Also RR i noticed you didn't fill your jars completely with substrate is that to help with the air content. or> ?

there grain jars, he didnt fill them probably cause it makes em easier too shake with a little bit of room in the top.

Most people remove the tape off the tops during colonization as it helps air exchange. At least that's what I did.

actually try pumping them.
