All American PC...?

Okay, I've been growing for a while now, and have always sterilized by boiling (NOT using a pressure cooker). I've never had any problems with contamination in a jar; I suppose I've either been extremely lucky, or just happen to live in an area with fewer mold spores floating around...

Anyways
I finally decided to get an All American because I found one one eBay with a price way too good to pass up. Now I'm confused. I've never used a presure cooker in my life, nor have I ever seen one in use. It came with no instructions (I can't seem to find any online at all either!). Searching through previous posts wasn't a big help either...

So:
1>>how much do I fill it up with water? (I assume roughly between 1/3 to 1/2 of the way up the jars)
2>>once reaching 15psi, how long do I go for?
and
3>>what in the hell is the small round thing with holes and 5, 10, an 15 on the top that came with it?!? (I believe it is called a regulator weight, but wtf is it's purpose?)

Thanks for your help guys!

...if you can think of anything else that I may need to know to keep myself from being impaled by a shard from an exploding pressure cooker, please let me know...

I fill it up to about a couple inches from the top of the jars to about halfway or so. Just enough that all the water will not evaporate while sterilizing.
As far as how long, it depends on what tek you are reading. I go about an hour, maybe longer for birdseed, twenty to thirty minutes for brf/verm.
The round thing with the numbers is to make sure you are getting the right pounds of pressure, 5 for 5 psi, 10 for 10 psi, and 15 for 15 psi. You just place the corresponding number for what psi you would like over the valve.

Also make sure you put some sort of oil on the lid and lip, helps keep it from sticking. That metal to metal seal can get tight.

1 hour for birdseed. Wait till the rocker starts rattling (the disk with the numbers on)........... 1 hour from the time 15psi is reached
Put it on the pc with the number 15 on the tube.
