Curious about horse manure......

A friend of mine was walking in the woods the other day and came upon something he thought was sort of neat. His neighbors have horses and they dump the manure over a fence next to there field thats secluded and in the shade. If fully colonized treasure coast cakes(brf) were mixed into the manure,would there be a chance they would grow in it?
If so would they be cold hardy to -20F if mulched?

They'll grow in the summer, but die out over winter. Simply re-inoculate every spring.

Is this due to the cold or the life span of the myc? If someone lived in a warmer climate would they have to re-inoculate as well?
