soggy substrate!

im having a really hard time keeping water out of my jars
when i either boil them in pots or even pc them... i put tinfoil over the lids and evn put a piece of breathable tape over the holes.. i use onlyy about an inch and a half of water in the pc.

they are usually half pt jars..

does ne body have any ideas??????????
