possible cobweb

I did a small casing with two cakes awhile back and eveything seemed fine. I got a first flush out of it and me and a friend tripped pretty good. But after the first flush the casing shrank quite a bit so i just mixed the top layer up a bit and filled in the sides with it. The next day the top was covered with a thin gray growth. Could that just be the mycelium growing off the 50/50 casing layer without enough nutrients so it's not all that healthy on top, or is it cobweb?

Also I forgot to add that it doesn't bruise blue like healthy mycelium should
