cakes outer layer

well my cakes refuse to pin. perfect conditoins for over a month now. I had two cakes. To try to get one to fruit i cased it. When i broke it apart it snaped apart. So i figured they were way too dry to pin so i dunked my other cake. Still nothing. I read somewhere that if a cake is allowed to dry out the outer layer gets dead cells and forms a shell like layer and is unable to grow/ pin. Is this right? if so is there anything i can do to revive it? well any information about this would be very helpful. im getting very frustrated!!

scratch it just not too deep, just enough to break through that top layer and leave it with more surface area than originally.
