On the 1-st question - wait until they are 100% colonized! If they do not colonize 100% there is a reason for this - usually contamination. When you expose them to open air (fruiting conditions) this contamination (and others) will set in/spread more easily. There is a chance that they are stalled because of CO2 buildup, and in this case they may colonize fully when taken out of the jars, but this is not a very likely scenario if you did things right in the first place. So - WAIT.

yes they will still pin but it will just take longer. Just have a bit of pateince. they will probly be at 100% in another day or 2. you can use either this http://www.shroomery.org/55/60-40-Vermiculite-and-Coco-Coir-Casing-Tek or you can go with straight 100% verm. if you're just gonna do the cakes with no case do a dunk and roll in the verm.

they'll pin fine in my friend's experience. he has had a decent flush even with stalled colonization at 80%.

Just wait for 100%. Why risk contamination just to hurry a few days?

Wait for full colonization plus one week. They won't pin for that week anyway, so allow them to stay in the jars and conserve mosture during that week after full colonization while the mycelium is consolidating its hold on the substrate. That will make the difference between one or two fruits and a whole bundle. Most people who get shitty pinsets with pf cakes birth the first day they see the jar all white, which is a huge mistake. The reason I was asking is because i have full pint jars and they are completely colonized I accutly had to wait an extra week or two becuase i was on spring break. After we got back everything looked good so i started to fruit- its been one week and one day no pins, i have light on them a couple hours of day, 2 air stones in cup of water, perlite on bottom, misting and air exchange. Ive heard that full pint jars may be the problem, or maybe i am just impatience. ha thanks anyway guysss!

What you describe now is almost the opposite of the question you started the thread with. In fact... it is a different question altogether.
