I am actually pretty sure that my problem is somewhere in my simmer,I usually get it right but sometimes its inconsistent,I have found better results with a longer soak and shorter simmer,simmering too long or too hot seems to ruin then for sure but I think it still has something to do with the PC as well or why would every grain be beautifully fluffy white growth except the bottom of the jar which has no growth at all and needs to be separated from the colonized grains when spawning,Its not like they come out of the simmer busted when I load up jars,they come out of the PC broken and mushy and it is always just the bottom of the jars

Well thats the thing, I never simmer. I just let soak for 24-36 hpours as Agar says http://www.shroomery.org/forums/showflat.php/Number/3982155#Post3982155
Maybe I should try to simmer, i mean, if the grain are still not soft after a 36 hour soak they must not be retaining maximum water capacity right?
By the way, these are the milo seeds 
The new WBS I have is like 80% Milo. I figured Milo should retain more water than the rest of the seeds WBS brings.

Grain Sorghum (Milo) is a tough HARD seed. That is why you can soak it far longer than many others.
If you soak Milo until it expands 25/28% (+/- a little). It has absorbed, about as much moisture, as it will.
You can soak Milo longer than rye, because rye is a softer grain. Which absorbs moisture FASTER. Millet is far smaller & not as tough/hard as Milo. So, you cannot soak straight millet as long as Milo.
What you can do with it is this. Soak as usual, then pour off water. Then, add it to another pot of BOILING water. Then turn OFF heat. Allow it to sit in hot water long enough. It steams, when you place it in a colander, to drain. Which will help the outside of the seed DRY OFF.
To me, it sounds like you did not DRAIN (dry) enough. Which most often results in EXCESS moisture in the jars. Which leads to jars not colonizing well.
