The casing soil is not supposed to have any nutrients in it. By adding the rice flour to the soil you are making it possible for contaminantsto start growing. I would scrape it off, and recase with newcasing material without any added nutrients

Potting soil has different nutrients in them. The nutrients in potting soil are for green plants, so fungi usually don't use their nutrients. But when it comes to brown rice flour, they have the nutrients that bacteria and fungi like. But when you case your soil you really only need a moisture source, and it gives the shrooms something to hold onto, while they are getting strengthened by the extra moisture.
For casing Jiffy Mix is fine, but you don't want any food nutrients in your casing mix.
