newly assembled computer does not POST - help!

i just put together a new computer from parts. i've checked and rechecked the connections and everything seems good.
when it's hooked up to power, i can see a couple LED lights that are supposed to tell me that my ram is ok or something. two other LED lights that are supposed to not come on if i have a "CPU/Chipset Error" do not come on.
when i try powering it on, the only sign of life is that a case fan comes on for a split second then stops - the thing makes less than a quarter of a turn and that's it.
so i have a feeling something's not right. however, without spare parts, i cannot diagnose the problem. what are the minimum working compotents required for at least some sign of life? a working CPU, MOBO, and PSU, right? do i need working RAM to at least get some movement? i don't even have fans spinning up. so something must be pretty wrong at a very basic level.
i'm thinking that i either have a bad CPU or bad motherboard. but i have no way to tell.

i'm thinking about just RMA'ing the board. the PSU is brand new and is made by a company with a great reputation. i doubt it's the CPU because i know they are tested pretty thoroughly during manufacturing. also i neglected to notice the board doesn't have on-board video, which i want.
any suggestions?

you need ram also check the voltages of your power supply get a diagram cause theres 12 volt and 5 volt wires also with amd theres 2 sets of wires that hook to mobo. and the wires that connect to the front buttons need to be hooked up

i don't have a graphics card and it does not have integrated graphics. i don't think you need to have graphics just for a machine to power on, do you? this thing does not go anywhere. fans don't even start. not even on the power supply.

Well, generally, you DO need a graphics card.
Exceptions are when the terminal is served on a serial port (this is generally set up IN the BIOS, meaning there's a graphics card involved at some point, or by jumpers) but you'd be hard pressed to find any motherboard that won't fault when there's a missing grahpics card.
It's needed.

2 things:
i did an experiment in which i took a working machine and removed the graphics. it still powered on.
i removed the motherboard of the non-working machine and it worked fine. reinstalled it in the case and all is well. it must have been shorting itself out against the case somehow.
now i need a PCI-e graphics card. any suggestions that don't cost a fortune (i'm not a big gamer, but the option wouldn't be terrible)?

Maybe you just plugged your jumpers in wrong. Look in the manual that came with your motherboard.

What's your budget for a PCI-E card?
That 6200 is on the very 'lowest' end of the spectrum.

$50 to $100.
i don't really play a lot of games, but like i said, i wouldn't mind having the option. i want something that can handle beryl without any problems.
it must be quiet. preferably fanless. it'll have a 120 mm case fan blowing right on it anyway where it's gonna be placed.

Your best bet is a nvidia 6600. They're old enough to be cheap now, but they were the best cards bout 2 years back. Cant really go wrong with it. However, it'll most likely have a fan.
