lol.

Don't know what has happened to the cactus. It has allways looked like that and I understand that it's not good to water the soil in winter. I'm going to move it to the better soil at spring.

How moist i should water the soil? I'm just asking that you don't think that I'm going to let this poor fellow suffer.

I know, should know better, but it has seriously looked like that always.

How often should I give water?

There isn´t a rule for that, you water it when you feel it would like some water.

guess it could be dehydration but the ribs dont look lik they have lost water, looks more like some other damage.

too much soft tissue growth, probably over fertalized

It has been sitting on that pot for over a year. I remember that I have watered it once since we got it. I might just add some water now. No fertilizers have been added from my behalf.
