Drugs 'sub' seized off Costa Rica November 20 2006 - BBC
An anti-drug operation has intercepted a Colombian vessel off the Pacific coast of Costa Rica carrying more than three tonnes of cocaine.
The cocaine, with a street value of at more than $90m (£47.5m), was found in a makeshift submarine which could only submerge 2m (6ft) under water.
It had apparently travelled from Colombia and was destined for the US.
At least three people were arrested in the joint operation by Costa Rican, US and Colombian authorities.
The submarine appeared to be unlike military submarines or those used by oceanographers, Costa Rican Coast Guard spokesman Jose Antonio Fallas told Reuters news agency.
It was taken to the Costa Rican port of Puntarenas after being seized near the remote Coco Islands, south-west of the mainland.
The 14m (45ft) vessel is believed to be the first submarine carrying illegal drugs to be seized off the Costa Rican coast.
Those arrested were taken to the US, where they will be prosecuted.

Punishment under kingpin status = death, a lot of the time.

Four people indicted in Federal Court in Tampa for trying to smuggle cocaine with a submarine December 5, 2006 - tampabays10.com
Tampa, Florida – Four men were in Federal Court in Tampa, accused of trying to smuggle cocaine in a semi-submersible vessel. Adelmo Torres-Aguirre, a 32-year-old resident of Colombia, Abimelec Murillomosquera, a 41-year-old resident of Colombia, Robis Osuel Solis-Caceres, a 42-year-old resident of Guatemala, and Rajakumar Rajadurai, a 52-year-old Sri Lankan who is a resident alien of Colombia, charging them with violations of the Maritime Drug Law Enforcement Act.
A U.S. Coast Guard cutter spotted them in their semi-submersible boat off the coast of Costa Rica last month. Boarding crews found 7000 pounds of cocaine and a loaded AK-47. The 4 were arrested and brought here to face charges. The boat will eventually be brought to the United States as evidence.
The men face life imprisonment, if convicted.

Why is a US coast guard in Costa Rica? That's damn near South America, a little out of his jurisdiction??
As the name implies COAST guard of the US; not international waters nazi! I guess if the gov't doesn't get a % of the shipment, it ain't gettin' thru!

i wonder what US federal laws apply to the waters off costa rica. i also wonder how the crew of a united states coast guard vessel got lost all the way down near costa rica. don't those boys have gps and radar?
