How about adding some basic posting rules such as no cross posts and no off topic posts?

And reasons like this is why i cant figure you out PGF, your afraid a splash screen like this is gonna ward off new users, dont you think that maybe, JUST maybe, all the throwing around of the word "nigger", the ignorant baby fights, are turning off even more users? But the later is all well and good, because after all we got "free speach".

I know this is a rather late response, but in general I don't have time to read these forums.
Here is my two-cents: (yes, is.. my two-cents, not my two cents.. like a tuppence, only American)
I agree with the splash screen for newbies (it is at worst a few seconds of time wasted and a few kb of bandwidth wasted, and at best a quick, as there is no waiting for a response, way for newbies to answer their questions).
..why I think this:
The exceptionally common questions are annoying, to me, when they are completely unresearched. Do your damn homework! If you spend a few more minutes, find out a quick answer to your question, think about it, and post a question to fill in any blanks you may have, however unlikely that may be, the general quality of your posts would be improved immensely.
Having the answer directly or nearly directly off a splash screen is handy, and, as mentioned before, could speed things up a bit for newbies. It does not say 'we do not want you', but it says 'we know what your probably going to ask at first, so here are some answers.'
I believe that more experienced members would read and assist more often in MC if the amount of purely repetitious posts were cut down.

problems with the splash screen:
posts in other areas are counted, such as otd. Those who post there before moveing onto MC don't want to see this screen, or need to see it, untill they post there.
Those who are registered only for the chat rather than the info would find this screen useless and lose a few moments of their life to watching the page load and finding the ok/next/whatever button.
and, as I have unfortunately seen, some people will whine about it and spit venom before they take a calm appraisal of the situation.

the advanced cult forum.. I feel bad closeing posts which do not quite (ok, often blatantly do not) belong in this forum, but where the poster has taken some time to think about their question and wants a more experienced ear to bounce his idea off of. People who take the time but can't quite find their answer (even if it is easy for people who know where it is) should not feel helpless when they post in MC. I think that this newbie splash screen could help bring some experienced users back to MC and keep the mismatched posts down in AMC.
...and, regarding AMC, a splash screen here for first time posters to this forum would be helpful.
