Just order them, they will come. The web sites say they won't. The vendors will reply and say they won't. In real life it's your responsibility to order legal things, not theirs to avoid sending illegal things. Vendors aren't going to be extradited from one state to another for shipping something which is legal in their local jurisdiction and under federal law. It could be bad publicity if a stink arose, so the official statement is that they don't do it, but they do. I know that I've heard of successful orders from most vendors, and know for a fact that one of the oldest vendors will ship to cali, but I shall not name names since they don't claim it publicly.

It's just like knives and martial arts weapons which are illegal in many areas. As long as the items are legal under federal law, and under the local laws of the seller, it's ok. They aren't responsible for knowing all the quirks of local laws. Customers are warned that it is their responsibility to make sure the items conform to local laws. As odd as it seems, weapons don't have the social stigma that mushroom spores do, hence the more cautious attitude of the vendors.
