That was obvious since you recommend neutralizing a base with a base....it won?t work.
And, if you were to add a acid to bleach( which is sodium hypoclorite) then you will produce chlorine gas, a deadly poson. So be carefull what you do!

Maybe you could try vinegar (acetic acid) or muratic acid (used in swimming pools) to neutralize the bleach. I'm too lazy to look it up or to try to figure it out, so you'd have to figure out what type of salts or vapors may be produced (like Anno was pointing out). The chlorine may become part of a salt depending on what you use. I would worry about getting the proper Ph after neutralization as well. You may be on to something, but be VERY careful and good luck.

i would worry about the frame of mind of someone willing to experiment.(unless they have a fume hood, fyi bluepoo, don't try this with a regular flow hood)

The products of neutralization (salts) are not good for mushrooms. Aren't they?

To neutralize the bleach you can use a reducing agent such as sodium sulfite [Na2SO3] or sodium thiosulfate [Na2S2O3], ascorbic acid should also work. Bleach is sodium hypochlorite [NaOCl], you could also try calcium hypochlorite (Ca(OH)2) wich is widely used in swimming pools as a desinfecting agent. Check this http://www.clo2.com/factsheet/safety.html , also try this one http://www.h2o2.com/intro/faq.html , one of the best sites devoted to h2o2. Peace, MAIA

Possiblly start off with the NaOH mixed in a dH2o solution then neutralizing with muriatic.
