Somali Islamists ban narcotic khat

MOGADISHU, Nov 17 (Reuters) - Somalia's powerful Islamic movement formally outlawed the popular narcotic khat on Friday, saying it would fine anyone using or selling the leaf which is chewed by a majority of men in the Horn of Africa nation.

The Islamists have already faced opposition to the anti-khat policy -- their fighters shot dead a 13-year-old boy on Thursday during a protest in favour of the mild narcotic.

"From today onwards we have banned khat in the areas we control," senior Islamist leader Sheikh Sharif Ahmed told reporters in Mogadishu, which his movement took in June.

"Dealers found in possession of khat will pay 7 million Somali shillings ($500) and the khat will be burned. This substance is badly influencing our people."

The move risks provoking a public backlash against the Islamists due to the popularity of khat -- which has a central place at Somali social gatherings -- and the money it brings in for traders and importers. Khat, or miraa as it is also known, mostly arrives on daily flights from neighbouring countries.

"This ban will cause the (Islamic) courts to lose a lot of support," said a Mogadishu resident, who declined to be named.

"This affects the very residents and people who helped them kick out the warlords. Now that they have started imposing strict rules, people will resent them."

At first, the Islamists were praised for bringing law and order to Mogadishu and other areas of south Somalia they took over after chasing away U.S.-backed warlords.

But public hostility has grown in response to hardline practices like burning khat, closing cinemas, enforcing dress codes, prohibiting smoking, and outlawing music deemed immoral, Somali residents say.

Critics say the Islamists are a Taliban-like movement intent on imposing radical Islam on Somalia, whose 10 million people are largely moderate Muslims.

Islamist leaders say that is propaganda from their enemies. They acknowledge wishing to see Somalia ruled by sharia law but say their principal aim is to restore law and order to their country after 15 years of anarchy.

Another Mogadishu resident, Abdi Ali, said he had seen Islamist fighters taking khat which dealers were trying to sneak into the city from the agricultural area of Afgoye.

"Islamic troops confiscated nearly a hundred kilos (45 lb) of khat some dealers were trying to sneak from Afgoye," Ali said.

"I am tired with no khat to chew," he added, while pouring water on his head to cool himself.

Normally chewed in the afternoons and evenings, the khat leaf stimulates before leaving consumers feeling down. It is widely chewed by young men in Somalia's many militia groups.
