I've been waiting over 2 weeks for my casing to colonize (it's my first grow, and I know I fucked at least one or two things up while casing these cakes). It's been going ridiculously slow, but I have seen mycellium growth in small patches on the casing layer. However, 2 days ago some thin white fuzz appeared in one of the corners of the casing, and this morning when I wake up nearly the entire casing is covered. It doesn't appear to be slightly yellow, as I've read cobweb is supposed to be), but I can't imagine the mycel grew that fast! Also, the casing smells a little different than it did two days ago. it doesn't smell bad, and it's certainly a very faint smell (and exactly like my other casing, which doesn't show pretty much any growth yet ).

Cobweb is grey, not yellow.
It will appear more "aerial" than mushroom mycelium, kind of fluffy and definitely on top of the casing, rather than growing from within or underneath. The fast growth is also unfortunately a vote for cobweb too.
Mist it with straight peroxide. If its cobweb, the stuff will dissolve and basically disappear on contact. It may come back in little bits later so be prepared to treat it 2 or 3 times.

what does it do? I know it's bad, but what's the harm?

the harm is that it can spread and continue to grow on healthy fruitbodies, causing them to decay, or "rot" of sorts...
on the casing layer itself its not necessarily harmful, but considering how quickly it grows out of control and how quickly it can envelope your fruits, its something you want to deal with.
its not known to be harmful to a healthy person either but probably not something you want to eat, should it spread to fruitbodies.

Hahaha, ok. So I just ran to the gas station next door to get some peroxide, and I made the mistake of giving my change to a homeless man outside the store. who then proceeded to STAND UP, and follow me for awhile talking about how george buch sr. tried to kill him. Oh lordy...
Anyhow, is peroxide harmful to Mycellium, should I be careful where I spray?

peroxide is not "good" for mycelium, but it can tolerate it, and it breaks down rapidly anyway. its definitely the lesser of two evils when it comes to peroxide versus cobweb. 
be careful so far as spraying only what you need to make the cobweb dissolve, and wait to see if it returns... if any spots do return, keep after it and get them right away... like mentioned it might take a few tries to totally eradicate it but its a pretty weak enemy and not much to worry about. 
also, keep in mind cobweb can only grow in stagnant air. take it as a red flag that you need to up your FAE.

ok, but now there's a bunch of dead cobweb goo left on the casing layer... Damn, I really should have read better my first time round...

cobweb goo??? Hmmm, never heard nor seen of such a thing. It should just melt and look like saturated casing material.
