Nasty real shit smell...should I put bins outside?

There are bins of shit and straw in my pastor's room. He is getting very sick of the shit smell. Its putrid. Any way, should he find a another spot indoors? Or would it be fine putting it outside?

The concern is because the cold temperatures outside may slow down the dolonization times of the bins. I think it may slow it down 25% - 50% so I think the pastor shouldn't risk it. IT may also lead to better chance of contaminating if it takes longer too. He doesn't know what to do! Out side okay?

for each gallon of stinky add a 1/2 cup lime.(not dolomitic)
