too high or too low

okay. i have seen this question a million times here, but each time there is opposing anwsers:

when there is myceleum growing on the mushroom caps is the humidity too high or too low?
when myceleum grow up the sides of mushrooms higher than normal is the humidity too high or too low?

i have read both anwsers with reasonable explainations for each situation. but really which is it?
