Heater problem

I cant seem to figure out how to keep my aquarium at 95* I got a Tronic 100w submersible heater with a dial that goes to 92* I figured that I would be able to heat the water in a container to a little higher than I wanted it to be in the chamberand. To make a long story short the damn heater only keeps the water at 80* Has anyone used one of these or have a better brand. I also found a heater that plugs into a lamp like a light bulb for tropical animals. It does not give off any light but does promise to keep the temp at 85* What do you think!?!
