One of my rye bags is colonizing late

I bought 2 EZ-gro kits from Homestead. I dropped the spore swab in both rye bags at the same time, within 2 mins of each other. One of the rye bags colonized within a week and a half and is already planted and doing well, the other one is colonizing very slow, it has been 22 days since I inoculated the rye. Id say about half the bag is white while the other half isn't doing shit. Should I give it a couple more days or just plant the colonized grain??

Dave T isn't responding to my questions, so I figured Id get good advice here.
