Incubator not warm enough

I've got a fairly large cooler with a tupperware container inside full of water. In the water is a fishtank heater (50 W i believe)... it's set to 88 degrees... but neither the water nor the cooler seem to get anywhere near that temp. what's wrong? is it better to use a large resivoir of water or a small one. i don't think that the problem is the heater's power rating... at least if it wasn't powerful enough, it would always be on, trying to keep up, but it's not even doing that... it's barely ever on, and keeps everything at this weak, lukewarm temp... what can i do?

You are very close. I have two set up like that (50w)
and they work great. Crank the knob to high, then pull
it off and put it back where it's pointed to low, then crank
it up some more. You should watch it cycle off at the right
temp(84) with an aquarium  thermometer before you put it
back in the cooler. Hope that helps.
