The conscious and intelligent manipulation of the organized habits and opinions of the masses is an important element in democratic society. Those who manipulate this unseen mechanism of society constitute an invisible government which is the true ruling power of our country. ... We are governed, our minds are molded, our tastes formed, our ideas suggested, largely by men we have never heard of. This is a logical result of the way in which our democratic society is organized. Vast numbers of human beings must cooperate in this manner if they are to live together as a smoothly functioning society. ... In almost every act of our daily lives, whether in the sphere of politics or business, in our social conduct or our ethical thinking, we are dominated by the relatively small number of persons ... who understand the mental processes and social patterns of the masses. It is they who pull the wires which control the public mind.

Sounds paranoid.
People manipulate each other all the time, not just a few. Marketers exist to convince people to think about and even form long term relationships with brands and celebrities; religious and political demagouges arouse strong emotions in people in relation to abstractions; companies use a variety of tools of propaganda to influence public opinion. These techniques of persuasion are ubiquitous, and not the efforts of "relatively small number of persons".

And why not could these small numbers of people influence something like government. I have seen firsthand how Con-artists can easily go into a business and make up big lies and then con the business out of all the money. Why could this never happen in Government. Are these people in high-power psychologically any different from people like you and me. Would these people if not the holders of massive power use this power for evil or for good.
Most people are very stupid creatures and can easily be manipulated with psychology (See how many girls you can pick up if you run crying into a crowd of girls)If one knows the science behind manipulation it is very easy to pull off on a large nation of people.
Towards the end of the Show Band of Brothers they took the german populace who were in the vicinity of the concentration camp they knew exactly what went on but THEY DENIED IT. This is the essence of Double Think. The act of knowing truth yet denying it.

Good Cop, Bad Cop.
This is the essence of manipulation even on a global scale,
The United States is the Bad Cop, like a cowboy coming to save the day against evil.
The UN Is good Cop constantly repudiating the actions of The US, yet these two cops have irrevocably the same agenda.
