What light cycle is it on?
It's probably just because you topped it. It takes a little while for the plant to recover and continue growing.

You will slowly notice more pistils emerging, give it a week or two and you'll see what I mean. Do you have something to feed them for this stage, lay back on the nitrogen as too much at this phase can stall the process a bit

How long has it been outside? One that I have outside (here in Alaska, hehe) has some good buds started, I need to fertilize it again though, I've only fert. once this whole year. They mature ALOT slower outside, mine has been outside since the end of march, it was outside when there was like an inch of snow on the ground!

You'd be wise to head to the local garden shop and talk to them about a flowering food. Phosphorous is key at this stage of the plants life, although it will still require other nutrients, just not in the same amounts. Organics can be overrated, there are plenty of good synthetic foods out there that do the exact same thing, a plant doesnt know the difference in the end. Organics is about healthy soil, and maintaing an active environment. You can feed with synthetics and supplement with organics in order to help the breakdown of nutrients in the soil. That is what I use, a good pH buffered synthetic food with all the essential macro and micro nutrients, with loads of organic supplements, ie, bat guano, worm casting, seaweed or kelp, molasses extracts, mychorrizae etc.

Vertical growth will not stop before buds are very evident. If you just a few pistils, it should still be growing.

first 10-14 days flowering stretch occurs. around day 12-16 the first preflowers(i dont mean for sexing but early flowers developing). 14-24 the first hairs and structure start forming then from day 20-45 the structure starts forming then from day 40-? puts on mass. mind you this is for most earlier hybrids. when working with pure sativas it can be different. also with pure indicas or autoflowering plants. but this is a average where you can judge your growth. with outdoors i tend to count the days down from when i see flowers and then there times relate to seed bank flowering times. if indoors counting down from the light conversion seems to be inaccurate. hey that just my opinon. oh yeah i didnt forget about you.
