Adding water while germinating?

What happens if your jars of substrate are too dry? Is there anyway to add moisture to them without contaminating them?
Can I put something in my incubator to do so?
Also, mycelium is growing and has been for almost 2 days. Does the fact that it is growing mean that there is enough moisture or is it possible that there still is not enough?

Did you follow the instructions of the tek you were using???
If so, then moisture content should be fine.
If there is growth then this suggests moisture content is fine too.

What makes you think there isn't enough moisture??
