Unless of course they realise they are on that path.
Or think the government did something terrible to there comfort. Like pay (or allow) a top terrorist to get his brain washed minions together, and fly planes into buildings.

Or in other words: yes, some people are homeless by choice, but they're a small minortity and most homeless are needy.

While I like the sound of the statement, it simply is not true [most of the time]. In context to the movie (I haven't yet read the book), he is still receiving paychecks and whatnot. He gets a house, food, and beer. Technically, he hasn't lost anything except for the things that made up his past way of life.

I think the true intended context is:

"Once you truly stop giving a shit, the world becomes your playground."

This is very true, the world is being ruled for a large part by the people who truly stopped giving a shit. Warmongering dictators don't really care that the youth of their nation is dying iun their war, they're just interested in persuing their objective and are willing to sacrifice other people to their goals.

I think the people at the top care very much, as they have the most to lose(power, money, etc.). I just think they have become so arrogant that they think they can do whatever they want with no consequences. So far they are right for the most part.

I disagree.
The consequences are getting ever greater and greater, but like the iceberg that sank the Titanic, its almost all beneath the surface. When it appears to them as a nuisance, it will in reality be a huge problem.

A bit like the French revolution: the people in power were annoyed by the complaints of the poor, but shortly after they realized the problem affected them, they were dragged under the guillotine on every market square.
