Could it be a Russula?

I thought so before I clicked on the picture. But there appear to be warts on the cap and a striate cap margin which would lead me to Amanita. PurpleKush can settle it though by telling us whether or not the gills are attached to the stipe. Amanitas have free gills whereas russulas have attached gills.

im not sure exactly where the stipe is. the gills come in and dont seem to have any attachment to the stem. i wish i had a better camera.

The stipe is what most people like to refer to as the "stem".

Sorry for busting out the jargon on you. If they are unattached to the stem, then it is probably an amanita.

I looks kinda like a A muscaria, but those pics are hard to discern. Was there a annulus and was the basal bulb "shaggy with concentric rings"? Is the tree its under a conifer? I think there are some needles in your pic?

I think it's too small to be A. muscaria. Probably one of the potentially poisonous little Amanitas close to A. flavaconia.

I have seen a few very small A. muscarias, cap fully opened out to about 2 1/2 inches, but yes they are unusually small. That bulb doesnt look right either,

What Red amanita lookalikes are there? For some reason we dont really get anything other than A muscaria, it's the most common mushroom here. I've never seen a white amanita!

It's possible for it to be A. muscaria, but if it is it's the smallest one I've ever seen. Rod Tulloss lists the minimum size for the species at 90mm.

One of the similar species such as A. flavoconia seems likely. That species is common in the eastern US.

Feelers, check out Rod Tulloss' site, the best reference to the genus Amanita on the Internets. I'm not fond of the way it's organized, but there's a ton of information there. Tulloss is the best expert on Amanita around right now.

Happy mushrooming!
