I have read different soaking times. What is the best amount of time to soak WBS. I read 8-12 is fine then I read 36-40. Will a 12 hour soak work? Also do I really need to simmer?

if you soak for less than 24 you may need to simmer a bit to get the last bit of moisture in. 24+ ensures that they're hydrated to capacity and that bacterial endospores, if present, are allowed to germinate so that they're easily killed during sterilization. if you do go over 24 hours, be sure to rinse them off at around the 24h mark and change the soak water or things will get smelly and nasty.
if you're in a hurry, this works well for many: http://www.shroomery.org/forums/showflat.php/Number/5265629 - you can be done with the whole thing in little over an hour without any lengthy soaking involved.

I always suggest soaking for at least 24 - 30 hours.
Not only will you get maximum water saturation, this gives enough time for any other latent bacteria or spores time to become active and insures their absolute demise when pressure cooked.
