Double ended casing.....

Ok, now that I know (been told) that all double ended casing is, is having wet vermaculite on both ends of the cake...
Here are some more questions:
Do you do this only after the first flushing?
Or not? and if you do it before, is this invitro casing?
Must you scrape the top after everyflush before re-applying?
and most of all....WHAT does it do?
