I do not know what to do!
Here is the situation:
3 casings, 2 eqs 1plain cubeiethe substrate was wheat straw and cow dung with a cup of lime added all pasturized
There is no myclium covering the top, but pinns seem to be poking right through in a few spots,
I think the soil is too compact, to do what it is supposed to. It is removable from the bottom layer of myclium.

Could I remove the layer and recase this time using more straw in the mix?
Maybe try some other type of casing?

Please help me!

You're best off just leaving it how it is! If pins are coming up, thats good. The casing layer is doing its job, by protecting the substrate and creating an optimal microclimate. You could have put too much casing on, but , if the pins are coming up, thats great.

By screwing with the casing, it could mess up the pinning cycle.

I agree, if you are already seeing pins just leave it. Messing with it could just create more problems and disturb the growth cycle.
