Indoor Lighting

I know this is something that I can look further into on my own, but I am also interested in discussing this, so I just thought I would ask how much of an investment, as far as indoor lighting is concerned, would be necessary in order to grow one's own radishes and carrots in one's own home?
I have a big, empty basement, so I have some room to play with, but I certainly do not want to have any kind of professional setup that one would, say, use for growing marijuana. I'd get busted by mistake and still be liable to be busted, in case there happened to be other illegal substances in the household. 
I wish I could have a garden, but I simply do not have adequate conditions for it... a small backyard that receives little sun... but would love to grow my own, delicious radishes and carrots... 
Does anyone here grow vegetables indoors? Perhaps a nice lamp with the right kind of bulb could produce some quality radishes and carrots? 
I've been wanting to get some plant lights for my houseplants, they could really use it... 
I'm also working to maintain a clean kitchen, and am deeply interested in starting to eat a nutritious diet. Right now we may cook occasionally, but end up eating junk like ramen noodles, frozen pizza, a lot of fast food, which ends up costing a lot as well as not being that great...
I think the entire process of planning meal's two weeks ahead (two week pay period), ensuring the right servings so that we do not waste food (that ends up happening a lot right now), keeping notes so that I know when to pick up the produce and expireables after work will really benefit me in a lot of ways, and will provide me and my girlfriend with nutritious, delicious, home-made food. Being organized and systematic about it will also mean that I will spend time in the kitchen, doing the dishes when they need to be done, keeping the refridgerator clean, etc.... Ultimately, a much more balanced house and myself (and my girlfriend and dog and other assorted creatures)... 
Sorry for the rant, was browsing the forum and really dug the vibes, and have been cleaning in the kitchen in the meantime... I'm excited!

If you search on google for greenhouse supply, you can find greenhouse lights for plants. If your going to be doing this to save money, I don't think it will work because the lights and ballasts cost a few hundred dollars, and the wattage of these lights are also in the hundreds, so the energy consumption would be very high. I've read news articles of growers being busted because their electicity usage is a lot higher than the average home.

Well, I certainly wasn't looking to spend that much. 
I'm just looking for something smaller, like something for an individual houseplant. I know, for instance, they sell plant bulbs for aquariums (speaking of, I'd love to do nothing but a plant aquarium with maybe one little fish in it, but that's a side topic ).
I'll search around, perhaps post what I find? I wasn't looking to grow a garden's worth or anything like that, just some carrots and radishes to munch on. Also, like I said, getting accidentally busted for simply growing carrots and radishes would certainly suck.

Growing is one thing that helps me stay in touch, with myself. Sometimes I take a brake, and like to grow some stuff for my pets. I use a 400W, Agrosun, in my closet.

 I usually stick to vegs like collards, lettuce, mustard greens.
That link, with those spot grow lights was great.

Ive always liked 4 ft growlux tubes. Get 4 of em and a ballast that can handle them and place each lamp vertically in the corners of a closet about 1.5 feet off the ground. Cover the top and sides of the closet in reflective material and grow away..
Use this with CO2 and watch your side buds grow as big as the top ones.
Im sure this would work with radishes also.

Or the pub might get actual responses. But I can show you how. I've done it before and had to build set up's when I worked at Jolly Lane. And I'm easy to locate. Ask me about it when you get off work and we'll go comp shopping.It's really cheep, and after a while, it pays for it's self.

But to more or less get back to the topic in hand, a DIY version of this seems like a viable low cost solution for small vegetables:
