I need help!
About a week ago afof started a grow set up. Its a closet about 8ft tall, 4ft wide, and 2 ft deep. The closet is in two sections, the bottom 1/3 is for vegetative while the top 2/3 is for flowering. Both sections have highly reflective surfaces. He started the seeds (good seeds btw) in some Scott's Potting Soil for Seed Starting. He kneaded water into the soil so that every square inch would be well moistened. The pots were pretty big so he didn't have to transplant that much.
He started them under vegetative florescent lighting 24/7. The closet isn't ventilated with the outside, but that is because he has a yeast bucket in there which produces CO2. A 4inch dryer tube goes from the bucket (bottom section) all the way to the top. A 70 cfm bathroom fan circulates air from the top section into the bottom section, pushing CO2 up through the drying hose, thus he hopes to have a high CO2 level circulating in the closet at all times. He keeps it in his garage, which usually gets up to around 90-100 degrees, but he heard that pot didn't mind higher temps.
Every day he gives it a good watering with a solution that has less 50% the miracle grow recommended by the miracle grow box.
After a few days he noticed the weed was growing well. They went strait up towards the light with nice green leaves. After that, he noticed the stems bending, as if the weight of the leaves was too much. To make the plants turgid, he started watering more & propped the stems up with some toothpicks & string.
It hasn't stopped, the small plants continue to wilt and die without getting any better.
What can he do! Pls help before they all die!

Well he's boned then.
All the ceilings in his home are 8ft tall and the exact height of the closet is 8ft 1 inches, meaning he can't fit it any were.
He is kind of thinking about leaving his home-garage door open so the AC can help cool in there, but the garage door isn't built for insulation so he knows he will be paying a butt load more in electricity...

Temps are too high. The heat can cause wilting which could lead to him overwatering if he is not checking the soil moisture. Tell him to pull the ballasts out of the fixture(s) he is using. Move them to a seperate location and run long wires to the tube end sockets. This will remove the main heat source from the grow room.
Find a differant nutrient source then miracal grow. It can cause problems if it as not ballanced for the plants changing stages of growth.

Over watering and over fertilizing, those seedlings will die.

use organic ferts like Earth Juice or Botanicare, and not every watering, and don't water so they are soaked 24/7, let the surface dry completely before watering. Also, make sure the fluro lights are close enough. as for the temp, try using a product like Silica Blast every watering to make sure the plants don't mind the temp, but the fact that he has higher CO2 does help alleviate a higher temp.

temp are too high 90 in borderline acceptable I would scrap the closed CO2 idea, for a good exhaust. CO2 is only beneficial when all other areas are optimal.
I would also Highly recommend adding a Silica amendment to your grow. It strengthens cell walls and will help with the high heat issues.

They need better nutes, less heat, more light, and I suggest getting this now

He's talking about seedlings less than a week old, they don't need any nutes.
The symptoms, young seedlings browning off and dying are typical of over watering and is probably the most common newbie mistake with growing pot, adding the nutes that he is just compounds the issue.
