If you're using Windows XP, click on the start button, and then on control panel.
Double click on network connections. Right click on your network interface card that your connection runs through. Then click properties. Click on the advanced tab, and then you'll see the firewall settings button.
Click on the exceptions button and add msn or turn off the fire wall all together if you like.
Windows shouldn't be deleting anything on its own though.
Anyway hope that helps.
*edit or you can double slick on "security center" in the control panel. And then click on windows firewall.

A firewall wouldn't delete a file. Think of firewalls as backstage bouncers. They can stop someone from "knocking" on the door (or, in the case of the computer, talking to a port on that machine).

Format your hard drive and install Linux.

Yeah, that sounds kind of strange... almost sounds like something else could be causing that. I've only seen the windows firewall try to block connections.. not delete files.
