In general, it is bad to mix chlorates with ammonium salts, acids, metal powders, sulfur, carbon, and organic compounds.

Thats dangerous misinformation.
Copper should never EVER be used in a Chlorate cell because copper salts render chlorates dangerously unstable.

As for literature, you might consider joining the Pyrotechnics Guild International who have just about all the literature in the world available for their members.

What are those rods made with? Most will wear off when chlorate concentration surpasses certain amount (when perchlorate starts to form).

Platinum plated rods kick ass but are expensive.

At the moment he has carbon rods, and yes, these are not up the challenge of producing perchlorate.

That's tha shit, but howe to get that? I know some jewelers silverplate or goldplate. If he can find one who platinum-plates he can have an RVS spoon done and use that as an anode that will do both the chlorate and perchlorate reactions.
