Minishrooms?

My FC setup is perlite with a single cool mist humidifier hose running into it. The shitty humidity measuring thing I bought at walmart says that rh is at 70%. Now I've read here that small shrooms come from having not enough humidity, but I don't think that should be the case since I am using both perlite and the humidifier. I mean these are really small, like .3 grams dry when the veil breaks.
Anyone know of a relatively inexpensive (humistat?) that is guaranteed accurate? And, if I actually am at 70%, does anyone have any suggestions for boosting the humidity even further? Oh yeah, and is there any reason that the perlite might not be working 100%?
Here's a diagram of my setup:

small fruits could be from several things...
substrate doesn't have enough moisture in it.
humidity is off.
not enough fresh air exchange.
etc.
get a good hygrometer!~
