probably, might just be a problem with the on button.

1) Make sure it is the computer and not the power plug. Plug a lamp or something else into the same socket to ensure the power is good.
2) Make sure the computer is actually plugged in. (I know, I know...)
3) Anything at all happen when you turn on the computer? Do any of the fans spin, even for just a moment. Do any of the lights blink, even if for a moment? Is there any sign of life at all, or does it behave as if it were not plugged in at all.

... and since I tend to forget, this is a laptop and not a desktop. (Note to self...)
What type of laptop is it?

1. yes, outlet is functional.
2. yes, computer is actually plugged in.
3. not a damn thing. no lights, no noises.....nada. and yes, this is a laptop, same one you helped me with earlier. it is a HP Pavilion Notebook ze4547. it will not start while not plugged in either (via the battery) and plugging it in with the battery removed doesnt change the situation any. if that helps at all.

Sounds like a bad system board. Pull the battery, unplug the laptop, leave it off for about thirty minutes. Do not plug it in and do not insert the battery. Hold down the power switch for ten seconds or so. Let up on the switch and plug in the AC (still no battery) and hit the power button. Probably nothing, but you might get lucky. (This is a reset procedure for the hardware on the logic board.)
If nothing, unplug, and start to pull as much from the laptop as you can without having to open the case. The memory and hard drive is probably all that you will be able to get at. Usually on the bottom for the memory and a side for the hard drive. Usually have to remove a screw to get at each.
I would also check with another AC adapter. There is a slight chance that the AC adapter isn't putting out enough power to run the laptop. Once the battery drains, the laptop won't start.

Basically trying to eliminate a cause of the laptop not working. The memory and hard drive are the two easiest parts to remove and two parts that commonly fail.

since you have removed the hdd, do as seuss said and remove the memory. if it doesnt emit a beep code, it is the system board.
