Doesn't seem like cobweb to me, cobweb is usually fluffier. The substrate does look a little dry, might want to case that soon.

It looks fine man but its somtimes hard to tell from a picture if you are still worried about it spray some H202 on it.. or maybe on the whole thing because it does look a bit dry

I tend to agree That sub is really dry It's already shrinking from the sides and it's not even done colonizing . By the time it's done colonizing , it won't have much water left to produce fruit bodies , which are 90-92 percent water .
What are you doing ? Do you have it wrapped ? What are the conditions ?
I'd wrap it in some saran wrap with a few poked holes in it to help prevent so much water loss to evaporation , if I were you .
I'd probably dunk it after colonizing to replace some moisture before fruiting .

IMO, this casing looks very unhealthy and I'd be surprised if it produces fruits. It doesn't look like cobweb, but doesnt look like healthy mycelium either - not only is it dried out, but its sort of discolored and it looks angry about something. I would rehydrate by just spraying some sterile water on the top and on sides... Or dunk it. This is all just speculation, I'd love if you proved me wrong with some healthy fruits
Hopefully things will look up. I'd start a new project at this point, though. Good luck
EDIT: also, I think your humidity might be too high - which might be the reason for the condensation all over the very... stringy mycelium. Lower humidity, give it some hydration.

Like Snaggletooth pointed out, cobweb looks a bit different. IMO your picture doesn't show cobweb.
I don't know this from personal experience but I've been told that a light misting of 3% H2O2 will cause the white stuff to dissolve IF it is cobweb.

I've heard three basic answers to this question.
(a) It stalls them a tiny bit.
(b) It won't cause any problem at all.
(c) It stalls the pins but they seem to bounce back twice as hearty.
I don't know which is true but I'd certainly give them a superfine mist. If you're worried about the pins, try applying some 3% H2O2 solution to the suspected cobweb mold with a syringe.

No .
Is the casing itself covered ? or just sitting inside the box ?

If its colonizing the h2o2 will kill off some cells as they are producing which gives the appearance of "stalling"
If its done colonizing it wont stall anything. Just kill off a few cells of mycelium. The reason it appears to "bounce back" is sometimes this damage to the mycelium make it desperate to release spores before it gets damaged further, its a normal survival instinct so to speak.

You are ready to fruit.
You do not need to put a fruiting substrate in warm water. The heat from the water is causing your substrate to lose moisture and pull away from the walls of the container. If you were trying to incubate it, you should have had some foil or plastic wrap on that thing to hold the moisture in.
Turn off your heater, moisten your substrate, fruit it out.
Other than that, it looks good for a pure seed casing.
